Probably, they r lying or they remembered their PD wrongly or they r the special cases

This is true…I also faced this situation for my self even.
I was from F1 category and I got interview letter before PD becomes current…but yes on the very next visa bulletin, i got current i.e my PD become current

My aunt & my uncle are really good at English, plus they lived in US for almost 20 years. I don’t think they could misunderstand a letter from NVC & gave me false information.
@nado, My son tried that getting a student visa but he was declined because of his existing petition, you could try anyway getting the student visa, just sharing
