    *NOTE: For October, F2A numbers EXEMPT from per-country limit are available to applicants from all countries with priority dates earlier than 01DEC08. F2A numbers SUBJECT to per-country limit are available to applicants chargeable to all countries EXCEPT MEXICO with priority dates beginning 01DEC08 and earlier than 15FEB09. (All F2A numbers provided for MEXICO are exempt from the per-country limit; there are no F2A numbers for MEXICO subject to per-country limit.)
    For F4, it is as they announced. a month for a month..

    There is a max limit of 7% per country of available visas per category. Apparently some countries are exempt from this 7% quota for F2A category only. However Mexico is not subject to the 7% quota for F2A (I don’t know why… probably an agreement b/w US & Mexico ? )

    Very disappointing and unsatisfying!!! :( F4 Philippines doesn’t change a bit, but at least it didn’t retrogress. Stuck in 1988 forever. So sad!!! I don’t like this new fiscal year cuz many of us waiting for their PD become current again even though the case was completed way back when retrogress started.

    its depressing…after sending us all those forms to fill up, invoices for payment and DQ and all that at a very early stage unknowing that Visa Bulletin will have to be very slow and has to wait for 2 or more years for appointment its very inconsiderate disappointing….

    Costly too ! And waste of time coz we have to again secure documents that expire like police certificate… and for some they have to under medical exam again. :(

    Anyway.. I am satisfied..
    if there were no trick like that, I would be over 21 .. and I won’t be able to pass..
    now there was a trick and I hope I already passed.. hehe..
    But yes.. it is very depressing.. as I dunno what to do .. if things go steadily.. it will take a year for my turn to come..
    and I can’t do nth with just a year.. :( :( :( ..

    I know how evrybody feel. It’s very important to see our family reunite so long. For nothing we fill up the form den now we end up waiting…passport may be expire soon and it’s not worth it to get another one. They are trying to make us money. We need something to petition evry1 like immigration reform or something.

    Well i am also righteous maybe that plays the biggest factor .Just something to research.
